For just characters and courses you're looking at around 6,000Y.

That's less than 10 dollars U.S., so I am going to say no. They have more dlc than we do, unless you don't count the extra lobby parts. Your best bet would be to buy one of those $50 japanese psn cards, that should be plenty from what I've been told.
