I guess this is a technical question, why do they have cut scenes in video games in letter box form like from the PS1 and PS2 era. Like when you get an eagle or better in HSG2 the hole out pose was in letter box.

Never noticed that (in HSG). Maybe they were lazy and coded those instances in such a way that it would work on either type of TV without having to mess with the layout or whatever. I do know some games will use letterbox for cut scenes just to emphasize they are cinematic cut scenes and not gameplay since cut scenes nowadays use the game engine and could be mistaken for gameplay ("how come I can't control Snake and shoot that guy... oh wait").
